Andrew Maskrey is a professional urban planner living in Costa Rica who holds a doctorate in disaster risk management and a postgraduate degree in geographical information systems.

He has worked as the Chief of the Disaster Reduction and Recovery Unit at the United Nations Development Programme and the Coordinator of the United Nations Global Assessment Report on Disaster Risk Reduction (GAR), producing five editions of the GAR between 2009 and 2017.

He has worked as an advisor to the Council of Ministers of the Government of Peru, the Global Centre for Disaster Statistics (GCDS), Japan, the Economic and Social Commission of Asia-Pacific (UNESCAP), the Islamic Development Bank, the German Technical Cooperation (GIZ), the Asian Development Bank, UNDP, the Latin American Social Science Faculty (FLACSO), the World Bank amongst others.

Currently he is Coordinating Lead Author of the CDRI Flagship Report on Disaster and Climate Resilient Infrastructure.
